Norway aims to reduce emissions by 30 % within 2020, in achieving this energy efficiency plays a crucial part. Of all energy used in Norway, 40 % is spent on managing buildings. Two thirds of which are homes. A board put down by the Ministry of Petroleum and Energy suggest halving the energy spent on construction, management and rehabilitation of buildings within 2040 through an increased focus on energy efficiency.  

Among the tools in this work is Enova. A state run enterprise meant to promote environmentally sound and rational use and production of energy.  Through financial instruments and incentives Enova seeks to stimulate market actors and mechanisms to achieve national energy policy goals.
